This user’s spam has been showing up all over the “hot” list on the front page:
I blocked them easily enough, but is there any way to report them to the instance admins?

Hover over “more”. Click “Report”. Type something like “SEO Spam” and hit “Submit”.
Further if you’re about it you can request modship of whatever forum you notice being spammed if you’re willing to put in the work.
This user also has dozens of accounts and a new one will pop up shortly after you block the current one.
