What does rough sleeping mean? Homelessness?
It’s basically to differentiate ‘homeless’ as in all the people without a home, including those in hostels, sofa surfing, staying with friends, etc from the sleep outside kinda people. Rough sleepers are the latter.
Instead of Elon’s jet tracker, can we make a website that tells people which of a given MPs properties they are not staying in on a given night?

I don’t think this is about trying to get money out of the homeless, I think it’s the adjacent power to move them on. In other words, homeless people living in urban centres can be bused out to brownbelt or industrial estates so they don’t clutter up ‘nice’ town centres with their unpleasant presence. This is why it will appeal to their voter base. They won’t have to see rough sleepers anymore. There will be no more homeless people camped outside Waitrose.
