Is this that “big man” trick where the RCMP spends millions so they can role play “bad guys” and create entirely usless evidence?

If you listen to the CBC Uncover podcast they have an episode titled Pressure Cooker about how the RCMP payed a couple of drug addics to build bombs then claimed they prevented a terrorist plot that they themselves had invented. After the media frenzy the “terrorist” was realsed from prison. The interviews with him are wild, the guy had no idea what was happening, and was too high to really be threat to anyone but himself.
