The state is one of just two that prevents many drivers from fueling up. That would end under a bill headed to Gov. Tina Kotek.

    It sure is awkward asking the attendant to fill up a gas can, that I will be pouring from by myself when I get home anyway. Especially when I need it at a specific level to get the 2-stroke oil ratio correct for the bike or lawnmower. Full-service can die in a fire.
