It’s just so reductive and silly!
Pretty sure this chart is pretty old, so presumably this was while Iraq was still directly occupied (i know that never really ended, but you get the point) and their government was literally just a translation service for the State Department and Department of War.
Oh yeah, that country that decimated iraq’s infrastructure for a decade and caused untold human suffering and refuses to abandon its military occupation despite a formal government request? Best of allies.
