As a result, the USSR embraced robotics and was able to create functioning robots and more advanced automated systems and prototypes of the internet and neural networks centuries ahead of the rest of the world.
I assume that in universe, the capitalist countries slandered the Soviet robots as being death machines or as not being real or useful in the first place.
My money in on some kind of virus or sabotage that causes the robots to go haywire.
