This missile is still in development seeing at it was launched from a test site and didn’t yet entered regular production and comission, but as we can see, it works quite good already and got the really final phase of testing: test in actual war. Also it is likely to be bigger version of the RS-26 Rubezh missile which is in service since 2011. USA is really at least 20 years behind Russia in rocketry. Hell, they are even behind Iran and DPRK which both already have hypersonic missiles while US still don’t.
Ive heard that they have quite a stockpile of those and ample production capacity for those missiles, understood it more as an not combat tested then experimental, seems quite finished to me
