Weren’t there around 300k soldiers killed? Sounds practically impossible to make that many statues, especially with the sanctions; regardless, this scores very high on the based-o-meter
I did not found any info about this particular statues, but i would guess they were either chosen randomly or more likely from those considered heroes.
