I saw this tree on a hike in Griffith Park, Los Angeles. The pine needles were very small. The foliage seemed to drape over and hang from the branches.

Some kind of cedar, possibly this: https://identify.plantnet.org/k-world-flora/species/Cedrus atlantica (Endl.) Manetti ex Carrière/data. Plantnet.org also mentioned Cedar of Lebanon.
