Might be able to DL it later today, but (assuming you’re running a pirated copy of HOI4) I’m not sure you’d be able to actually install the workshop files without using steam’s interface somehow. Have you tried joining their discord to see if they can provide you with any help?
One last thing: running the page through a machine translation it seems like the mod might only work if the language is set to chinese; have you tried that?
I tried but the link was expired lol. Also I can read Chinese, no problem! It was that I couldn’t install it because steam is crap.
