“Technocrats” may be at the top in China, but their power comes from the bottom. Contrast with the U.S. where inept celebrities and constitutional lawyers rule and their power comes from above and from the side, from corporate sponsors and intelligence agencies.
“The system of people’s congresses, an organizational form of political power compatible with the governing system of the people’s democratic dictatorship, is China’s fundamental political system, and the ultimate approach and optimal solution to guaranteeing the people’s status as masters of the country. It is also an important institutional support to whole-process people’s democracy. Under this system, all power of the state belongs to the people to guarantee their status as masters of the country. At the same time, it integrates the Party’s leadership, the people’s principal position, and the rule of law, to help the country avoid the historical cycle of rise and fall of ruling orders apparent through the centuries of imperial dynasty.”
“The people exercise state power effectively through people’s congresses; people’s congresses exercise state power collectively on behalf of the people. The National People’s Congress (NPC) is the highest organ of state power. Local people’s congresses at all levels are local agencies of state power. All administrative, supervisory, judicial, and procuratorial organs of the state are created by the people’s congresses, to which they are responsible and by which they are supervised.”
The NPC is comprised of workers. All people’s congresses are. They have supreme say.
