Plenty of non toxic materials can be pollutants in the right (wrong?) concentration and/or flowrate. Flour, while biodegradable, can eutrophize bacteria locally and create an anoxic bloom if there’s enough of it.

If I were a betting man, without any further information on the initiative, I’d bet against it.
