Depends in your country but most countries allow travel to the DPRK. USA has some issues with it though.
There are companies that offer to arrange tours for you. Someone once linked me a German company (I think) that offered legit travels to the DPRK and they’d take care of a lot of paper work for you, but I can’t seem to find the site right now. But googling North Korea travel offers you some agencies as well.
The price I don’t know really. I’ve heard from people that went there that things in the country are pretty cheap and that most money was spent on the travel to and from the DPRK and on paper work. Finding flights isn’t easy as there are few direct flights to Pyongyang and you probably have to switch flights in China, but some sites give an average of 500-600 euro’s/dollars for flights.
Ever since I found out you can just semi-freely go to the DPRK it’s on my bucket list.
