The aim of a war is to compel a nation to make a decision they would not make of their own volition (To quote Thomas Beaufort “Bloody constraint” - Henry V; Or as Clausewitz put it “war is politics by other means”). And that is what the sanctions, proxies, terrorist orgs, color revolutions, and propaganda campaigns and so forth are designed to do.
The monetary policies and sanctions represent the financialization of war in much the same way that WWI represented the mechanization of war. Trade wars are no joke. Millions die.

I think there’s a different reason they won’t use nukes. The empire serves the interests of the capitalists, and capitalists make less money in a nuclear wasteland. Between a nuclear wasteland and a world where they can’t control the superpower, they’ll take the latter. It’s more profitable.
It’s why China is surviving US hostility where the USSR didn’t. Deng’s “Lay low and develop the productive forces” strategy made SWCC like a virus that bypasses the immune system and gets into the vital organs. They can’t harm China without harming themselves.

Because Algeria and Libya had revolutions. There were a few attempts in Morocco but they were all defeated by the government of the ruling family which had become friends with the west since the start of the 20th century.
