It doesn’t have to, they could just pass a bill that it would automatically renew the year before’s if they don’t reach a new agreement in time. They do this so they can have these dramatic little fights.
This is how Canada and the UK function. I imagine it’s why the political fights are marginally less dumb.

I was almost right. I told my wife it was probably a fight over whether we should focus on emisserating Russian workers or emisserating Chinese workers. I forgot about our Mexican and Central American comrades. I’ll try to do better.
